Arris rail mortice joint wear
A traditional arris-rail panel fence uses a triangular-section rail slotted into a mortice cut through the post, and repeated wind loading can gradually enlarge that mortice, letting the rail rock and eventually loosen the whole panel.
A mortice cut slightly oversized from the start, or one that's been enlarged by rot before a replacement rail is fitted, is a common weak point that arris-rail brackets were largely developed to bypass.

Even a well-designed shoe underperforms if it's set into a low point that collects surface water, so the surrounding ground or paving level, not just the shoe detail itself, needs to shed water away from the post base.

A repair on a taller run, or one set on a retaining wall or raised bank, sometimes needs a working platform or trestles rather than simply working from a stepladder against the fence itself.

Depending on severity, a bowed panel can sometimes be braced from behind with an additional batten, but a panel bowed badly enough to have cracked its frame is generally more reliably replaced than braced.
Waterlogged clay and accelerated post rot
Heavy clay that holds standing water around the base of a post keeps the timber saturated for long periods, which is the single biggest driver of rot at ground level regardless of how well the timber was treated.
